do these images have to be on a site before they can be displayed?

Yeah, sure.
I use JPEGWizard (www.jpegwizard.com) to upload pictures on the net.
Click "submit image" or something, and when it's done, right-click the properties and copy the image's address. Then make an image link here (click Img) and that's it.
But I'm pretty sure you already knew all that... 
Maybe I didn't understand your question...
